Vivability Welcomes NDIS Reform Announcement

April 24, 2026

Vivability welcomes the Australian Government’s announcement of reforms to the National Disability Insurance Scheme, as outlined by the Minister for the NDIS, Mark Butler.

The focus from government on long-term sustainability and integrity is important. The NDIS needs to be stable, predictable, and well-run so it can support people now and into the future.

Vivability acknowledge the steps to improve quality and safety through mandated registration, which Vivability has pushed for since the commencement of the scheme. More consistency across providers can lead to better outcomes. As an organisation that has already embedded high standards, Vivability sees value in reforms that lift expectations across the sector.

Disability services should be recognised as a skilled and professional field, not an employment default” says Nicholas Packham, CEO of Vivability.
We value education and training to ensure staff are equipped to support people with complex needs. Reforms that strengthen workforce capability are essential to improving sector quality.”

The introduction of commissioning and provider panels will change how services are delivered and accessed. It will be important that people still have choice and control, while also making sure there are strong providers available, including in regional communities like Bathurst and surrounds.

Changes to funding, including social and community participation supports, show the need to strengthen opportunities for inclusion outside the NDIS. The proposed Inclusive Communities Fund is a positive step in recognising this. Vivability’s social enterprises play an important role here, creating real, everyday opportunities for people to connect, contribute and be part of their community beyond formal supports and at full rates of pay.

Vivability supports continued consultation as these reforms are developed, particularly around eligibility, pricing and foundational supports. People living with disabilities, families, providers and regional communities must be part of these discussions. Vivability is also available to speak with anyone who has questions, concerns, or would like to talk through what these changes may mean for them.

We remain committed to delivering high-quality, person-centred supports and to working with government and the sector to ensure the NDIS continues to provide opportunities for the people it is designed to serve.
